THE ROMANIAN SOCIETY FOR MUSIC EDUCATION
CONSTITUTION
 
 
 INTRODUCTION

The Romanian Society for Music Education (ROSME) was founded in 2010 under the original name "Societatea Română de Educaţie Muzicală" by the Gheorghe Dima Music Academy, with the involvement of a great number of music educators and musicians from Romania.

The President of RoSME is by default the current Rector of GDMA.
Each President of RoSME appoints an honorary president.
As a national academic association for music education, ROSME is divided in four divisions:
 
  •  Musical Higher Education Division
  • Pre-school, primary and secondary education Division
  • Lifelong Learning Division
  • Arts and Culture Division
MISSION STATEMENT

The RoSME is committed to drawing together music educators across Romania, taking initiative to perform research on the science of music education, promoting the reform of music education and teaching and making contributions in enabling music education to give its play to facilitate the overall growth of human being, improve the cultural literacy of the nation and cultivate the elites of high quality.


ACTIVITIES

 

  1. To undertake research of mass music education, conduct experiment on education
    and teaching reform, summarize, discuss, publicize and popularize the
    achievements of music education & teaching research in addition to the experience
    of teaching reform;
  2. To host music educational theory seminars, academic exchange, music teacher
    training and various competition activitiess and exhibit the results of music
    education and teaching;
  3. To provide scientific analysis, information feedback and advisory opinion for the
    administrative departmens of education in making decision on music education;
  4. To provide information and consultation service, compile and publish information,
    data, books and audio-visual products concerning music education;
  5. Maintain and strengthen ties with the international music education academic institutes and promote the exchange and cooperation in international music education;



    ADMINISTRATIVE OFFICES OF ROSME

The administrative office of ROSME is located at the Gheorghe Dima Music Academy in the Centre for Excellence in the Field of Educational, Cultural and Artistic European Connection. Main duties for the secretary centre being: responsable for drafting and issuing related documents, organising and maintaing liaison for various activities, to transfer information and exchange information on the web page of the Rosme, built in the Gheorghe Dima Music Academy site.
Focusing on music education in schools, ROSME started publication in 2010 as the magazine that we published:
- Tehnologii informatice şi de comunicare în domeniul muzical/ ICT in musical field / ISSN 2067-9408 (EBSCO included);
- Atelier de didactica muzicala „Arta si Educatie" / Music education workshop „Art and Education" ISSN 2068-0694.

- IDEI - Explorarea adaptării mijloacelor educaţionale on-line la învăţământul artistic muzical / Exploring the adaptation of on-line learning means to music education (Project financed by the CNCSIS/ National Council for Scientific Research in Higher Education)
- OPMR - Observatorul Profesiilor Muzicale din Romania / Romanian Musical Professions Observatory (Project financed by the European Comission - POSDRU financing mechanism, 2010)
- PRAGURI - promovarea identitatii culturale prin traditii/ STEPS - promoting cultural identity trough tradition. (Project financed by Institutul Cultural Român -ICR cultural project 2010)

Regulation


Article 1 Name of the Society

1.1 The name of the Society shall be the Romanian Society for Music Education (acronym: RoSME), hereinafter referred to as "The Society"

Article 2 Aims of the Society

2.1 The aims of the Society shall be:

  • fostering cooperation and best practices exchange between music educators in Romania;
  • functioning as an important information hub between ISME and the music educators community in Romania
  • promoting music education in Romania

Article 3 Membership

3.1 All students and members of staff of the University shall be eligible to become members of the Society.

3.2 Any eligible person shall become a member of the Society on payment to the Society of the appropriate membership fee, the amount of which shall be determined annually by the committee of the Society. 

Article 4 The Committee 

4.1 A committee shall conduct the business of the Society.

4.2 The committee of the Society shall be elected at the Annual General Meeting, or, if necessary, at an Extraordinary General Meeting (excepting the President which will be the Rector of the Gheorghe Dima Music Academzy and the Honorary President wich will be scoose by the Senat of AMGD)

4.3 The committee shall consist of the following members: the President of the Society; the Honorary-President; the Treasurer; the Secretary and the four Directors of the fallowing division: Musical Higher Educational Division, Pre-school, primarz and secondary Division, Lifeling learning Division and Arts and Culture Division.

All members of the committee shall be required to be members of the Society. 

4.4 President
The Auditor shall have overall responsibility for the affairs of the Society. He/She shall chair all meetings of the Society, save where decided otherwise by the committee or where otherwise provided for in this constitution.

4.5 Honorary-President
The Honorary-President shall assume the duties of the President should the President be absent or unable to fulfill his/her duties and will promote the Association in the professional area.

4.6 Treasurer
The Treasurer will manage the financial affairs of the Society, in consultation with the President. He/She will maintain the financial records of the Society. He/She will prepare and present to the Society the end of year accounts and treasurers report for the Society.

4.7 Secretary
The Secretary shall keep the non-financial records of the Society, including the official membership list, and manage the correspondence of the Society and submitting the end of year report. The Secretary shall also be responsible for advertising the meetings and events of the Society.

4.8 The Directors of the four Divisions
The association will have the fallowing division: Musical Higher Educational Division, Pre-school, Primary and Secondary Division, Lifeling Learning Division and Arts and Culture Division.

4.8.1 Meetings of the committee shall be held at least monthly during the academic year. All members of the committee shall be entitled to attend and vote at such meetings.

4.8.2 The quorum for a meeting of the committee shall be four committee members.

4.8.3 Meetings of the committee shall be convened by the President or Secretary. At least two days notice of a committee meeting shall be given by the President or Secretary to the members of the committee.

4.11 Term of Office of the Committee
The committee shall hold office from the first day of July subsequent to their election until the first day of July of the following year.

Article 5 General Meetings 

5.1 Annual General Meeting

5.1.1 The Annual General Meeting of the Society shall take place in the second semester of the academic year, at a time to be determined by the committee of the Society.

5.1.2 No less than 30 days notice of the Annual General Meeting shall be given. The date and time of the A.G.M. shall be notified to all members of the Society and advertised by public notice through all agreed communication channels.

 5.2 Extraordinary General Meetings

5.2.1 An Extraordinary General Meeting of the Society may be convened to:

  • Hold an election to fill a vacancy on the committee, should one arise; 
  • Consider a proposal to amend this constitution or any other governing instrument of the Society;
  • Address any other circumstance not provided for in this constitution.
5.2.2 An Extraordinary General Meeting shall be convened:
  • By majority decision of the committee; or
  • On foot of a submission to the committee of the Society of a petition signed by not less than ten members of the Society.
5.2.3 No less than 30 days notice of an Extraordinary General Meeting shall be given. The date and time of the E.G.M. shall be notified to the University and advertised by public notice within the University.

Article 6 Election of the Committee 

6.1 The committee of the Society shall be elected at the Annual General Meeting.

6.2 The President shall act as returning officer for the elections. Where the President intends to be a candidate in any election, a returning officer, who is not a candidate in any election, shall be appointed by the committee.

6.3 All members of the Society shall be eligible for election to the committee.

6.4 Candidates for each position on the committee of the Society must be proposed and seconded by members of the Society at the A.G.M.

6.5 All members of the Society shall be entitled to vote in the election of the committee.

6.6 The election of members of the committee shall take place by secret ballot at the A.G.M. Where the votes obtained by any candidate exceed the votes obtained by any other candidate for that position, he/she shall be deemed elected to that position.

Article 7 Resignations from the Committee 

7.1 The resignation of any member of the committee shall be instituted by a letter of resignation to the Secretary of the Society. In the case of the resignation of the Secretary, resignation may be instituted by a letter of resignation to the President.

Article 8 Management of Finance 

8.1 The Society functions as a fraction of The "Gheorghe Dima" Music Academy in Cluj-Napoca. Its year-round activity will be thus financed by the latter, while each specific project will be partially financed through alternate sources (sponsors, donations, other fundraising activities).

Article 9 Amendments to the Constitution 

9.1 Amendments to this constitution may be made at an Annual General Meeting or an Extraordinary General Meeting of the Society.

9.2 Such amendments to this constitution as may be approved by an Annual General Meeting or an Extraordinary General Meeting of the Society shall require the formal approval of the "Gheorghe Dima" Music Academy s Senate before taking effect.

Article 10 Dissolution of the Society 

10.1 The Society may be dissolved by a two-thirds majority vote of its membership at a General Meeting. The Society may also be dissolved by decision of the Gheorghe Dima Academy of Music. The Society shall fall into abeyance should it fail to validly elect a committee for two successive years.
